Music lovers in the Shoals and all of North Alabama in Dothan, Alabama For Sale

What is the chance that we could get the support and funding to start a low power radio station that plays only the music from local bands, songwriters, and solo artists from the North Alabama region?
This would give established musicians, as well as unsigned bands a place for people to hear their music and promote this area as a place that STILL has great music being made here every day, not solely known for it's past musical heritage.
I have been looking into the "Community Radio Act" that was passed in xxxx. https://en.m.wikipedia.org/wiki/Community_radio. Presently, there is no deadline for applying for the necessary licensing.
